HIPAA is legislation that provides for a secure and confidential environment and chain-of-command for all private and personal health records, whether written, oral, or electronic.

Locking the door to a records storage room would not satisfy the HIPAA confidentiality requirements, because too many people with various levels of authorization would have access to both sensitive and non-sensitive files. This also applies to open records shelving behind reception areas, which are accessible to anyone that walks by!

Therefore, while government does not specifically endorse any particular type of industry for selective security, the shelving and storage industry has made a case that by securing confidential health documents inside individually locked cabinets, a facility can offer sufficient security in a controlled system of accountability.
